What is CSA?
Compliance, Safety, Accountability (CSA) gives carriers a tool to identify and address unsafe drivers, and provides an opportunity for carriers to fix safety problems before they become bigger issues. With CSA, the FMVSS, together with State partners and the motor vehicle industry, can work to further reduce commercial motor vehicle crashes, fatalities and injuries on the highway.
The newly adopted Safety Measurement System (SMS) program is a CSA model which qualifies the on-road safety performance of carriers, to identify specific safety problems and improvement potential of drivers and carriers.
The DSMS is an SMS tool that enables law enforcement personnel to assess individual drivers and their safe driving behavior (BASICs). The DSMS using 36 months of roadside performance data, across employers, but does not impact drivers' CDL's or SFD rating directly. It can be used by State law enforcement to evaluate the need for further vehicle or driver evaluation.
