PRIMARY FUNCTION

In conjunction with the Vice President of Human Resources and the Wellsboro and McElhattan Plant Managers and Coudersport Production Manager – oversees/ administers all aspects of the Company’s employee relations program including all Union free efforts. Provides guidance and support (coaching and counseling) to all supervisory/ management team members. Provides recommendations on all staff development matters.

Provides continuing support and transitional training to current and new PA based Human Resources staff to ensure consistency and accuracy in all administrative matters.

Oversees/administers disciplinary procedures for all PA employees including investigating violations of company rules and regulations.

Oversees/administers all PA plant staffing requirements including: Discharges, layoffs, job posting, bidding and excessing needs, and all recruiting and interviewing to fill vacant positions.

Oversees compensation and wage administration matters and the weekly administration of PA plant payroll.

Oversees/administers all attendance, short-term disability, and leave of absence programs.

Oversees/administers all aspects of benefit programs including: medical, dental and vision insurance plans, COBRA, Flex Spending Accounts, Annual Open Enrollment process, Pension, 401(k), Life Insurance, and Tuition reimbursement programs.

Oversees the proper administration of the performance review process for all manufacturing facility Plant Hourly, Office Hourly and Salaried Exempt employees.

Supports Corporate Training in the evaluation of training needs. Performs HR specific training – Union Free, Attendance Control, Harassment, Performance Reviews, etc.

Supports as necessary activities related to facility Safety, Environmental and Security requirements.

Oversees/administers the documentation and investigation of work related accidents and all worker’s compensation claims.

Oversees the preparation of and adherence to each facilities Affirmative Action Plan and supports any OFCCP desk/on-site audits.

Oversees maintenance of employment records in Infinium Database.

Supervises the following staff in support of HR/Payroll/Training functions. Mentors staff to ensure growth and development: Human Resources Coordinator - Wellsboro; Sr. Administrative Assistant - Wellsboro; Administrative Assistant/Receptionist- Wellsboro; Human Resources Administrator – Coudersport; Human Resources Administrator – McElhattan; Training Technician - Wellsboro; Training Technician - McElhattan

 

EDUCATION/EXPERIENCE

Requires a 4 Year Degree plus 7-10 years increasingly responsible HR Management work experience in a non-union environment.  An advanced degree in a related business field is preferred.  The successful candidate should have knowledge/experience with all applicable PA State and Federal labor regulations including FLSA/ADA/FMLA/COBRA, etc. and direct experience overseeing payroll administration functions. Experience with Infinium – HR/ Payroll software package is a plus.
